Local Planning Strategy and Town Planning Scheme Review
Help us shape the way future development is managed in Denmark
The Shire is preparing a new Local Planning Strategy to guide how the Shire will grow and develop over the next 15 years and beyond. This includes our town centre, rural villages, farmland and natural areas. The Strategy will provide the foundation for a new Local Planning Scheme to replace the existing Town Planning Scheme No. 3 (1994).
The Strategy will reflect the community’s vision for the future that is expressed in the Strategic Community Plan Denmark 2027 as well as the Shires Sustainability Strategy and Sustainability Action Plan. The Shire has also completed a process of preliminary community consultation to help us identify issues and gaps to be considered in the development of the Strategy. A Preliminary Consultation Report has been prepared to summarise the outcomes of this process.
This project commenced in late 2019 as a minor review but has since been expanded to the development of a completely new Strategy, reflecting the change our community has experienced since the last Strategy was prepared in 2011. The project has also been disrupted by the impacts of Covid-19, including delays caused by a sharp upswing in the number of planning applications being received by the Shire.

Updates
At the September Ordinary Council Meeting, Council resolved to endorse the Draft Local Planning Strategy 2022 for public advertising. This means the draft Strategy will now be referred to the Western Australian Planning Commission (WAPC) for their certification to proceed with the formal public advertising period, as required under the WA Planning and Development (Local Planning Schemes) Regulations 2015 (Regulations).
Following the WAPC certification to advertise, the Draft Strategy will be available for Public Comment.
There are no set timeframes for the WAPC to undertake their assessment of the Draft Strategy, however Shire officers will be in regular communication with the WAPC. Access to regular updates and relevant information in relation to the Draft Strategy will continue to be provided here.
Review of Town Planning Scheme No. 3
Council also endorsed the Scheme Review Report prepared by Shire officers at the September 2022 ordinary Council meeting, and resolved to prepare a new local planning scheme (Local Planning Scheme No.4) to replace the current Town Planning Scheme No.3 (Resolution: 050922).
The Scheme Review Report was then forwarded to the Western Australian Planning Commission (WAPC) for consideration.
On the 23 November 2022, the WAPC issued a letter informing the Shire of its decision to provide WAPC consent for the Shire to begin to prepare a new Local Planning Scheme.
